CPBL Amends Foreign Players Signing Regulation
On June 1, the CPBL announced that the exclusive negotiation rights period for signing foreign players has been shortened from February 28 to January 15. The amendment was proposed and approved by representatives from all six teams during the CPBL general meeting.
Since 2018, the Fubon Guardians have been fairly outspoken about wanting to amend the exclusive negotiation rights period, raising the issue on multiple occasions at league meetings. Although they received some support from other teams over the years, the proposal never gained enough backing to be implemented.
The most recent push came in January 2026, when the Guardians’ general manager told the media that she wanted the period reduced from February 28 of the following year to December 31 of the current season. Fast forward to June 2026, this time, the Guardians were finally able to get the proposal across the line but with a slight compromise, with all 6 teams agreeing to shorten the exclusive period to January 15.
Under this new rule, teams can only hold exclusive negotiation rights to their foreign players until January 15 of the following year. After that date, those players are effectively free agents, and other CPBL teams are free to approach them without penalty.
The January 15 exclusive signing deadline only applies to foreign players who remain on the active roster after the August 31 Trade and Registration Deadline. Players released before August 31 are free to approach with other teams at any time regarding contracts for the following season.

The Evolution of the Exclusive Negotiation Period
- 1993-2013 (2-Year Exclusive Rights Period)
The rule originated in 1993 following a signing dispute involving Ravelo Manzanillo and Milton Harper. In response, the Uni-Lions proposed a 2-year exclusive negotiation period, which was approved by all teams at the CPBL general meeting.
- 2013-2018 (Until February 28 of the Following Year, No Penalty)
Over time, teams found it increasingly difficult to sign foreign players who had already been released by their former clubs because of the strict 2-year exclusive rights period, as some teams would intentionally hold on the players negotiation rights despite having zero intention to bring them back. As a result, in 2013, the league reached a consensus to abolish the 2-year rule and reduce the period to February 28 of the following calendar year.
- 2018-2025 (Until February 28 of the Following Year, With Penalties)
Following several offseason tampering incidents involving the Brothers and Guardians in the signings of Zack Segovia, Bruce Billings, and Bryan Woodall, the league introduced additional penalties. Under the revised rule, players found to have violated the tampering regulations were barred from participating in team-related activities until March 11.
However, the penalties did nothing to stop agents and teams from communicating privately and reaching agreements behind the scenes. The CPBL commissioner even revealed that in reality, the league had very limited ability to investigate or enforce such violations.
- 2026-Present (Until January 15 of the Following Year)
The most recent tampering controversy happened in January 2026, when the Hawks’ manager accidentally told the media that the team had already reached an agreement with David Buchanan for the 2026 season without the Guardians’ permission.
This incident reignited debate over the exclusive negotiation period and ultimately helped the Guardians gain enough support to push through the latest amendment at the league’s general meeting.
